Pictures-only are provided for the Cobra Soldier and Cobra Officer, no profiles. The uniforms shown for the EELs have the same color as the figure (grey and red) but differ in the overall appearance. They look like regular SCUBA divers.

A retraction is printed on the last page stating: "The character of Rocky Balboa (Code Name: ROCKY) was incorrectly included as a member of G.I. JOE, in The G.I. Joe ORDER OF BATTLE, Issue #2 on page 10. ROCKY is not and has never been a member of G.I. Joe.

Cobra Commander's profile is accompanied by a picture of him in his Hooded Cobra Commander outfit. The picture of his silver-faced mask is shown looking over his left shoulder. He is identified as Cobra Commander, Code Name: ENEMY LEADER. This may be one of the few times when the character was known by a name other than the designated Code Name.
