Chuckles and Cover Girl are visited by Joes as they recover from their injuries sustained stopping Fred series Crimson Guards. Senator Wendy Ling Torres holds a press conference. Duke and Claire meet in D.C. and discuss their relationship and marriage. Zartan, several Cobras, and the Dreadnoks, investigate a former Cobra office building. Destro gathers the Iron Grenadiers and assaults the Silent Castle, finding it defended by Blue Ninjas in Cobra and red Ninja uniforms. Cobra Commander destroys the Silent Castle once all the Iron Grenadiers are inside. He also orders the demolition of the Carob office building that Zartan and company are investigating.

Lady Jaye visits the injured Chuckles in the ICU of an undisclosed medical facility where he is recovering. Lady Jaye tells him that Cover Girl is in a coma and that no other Joes were injured while stopping Cobra’s grand plan. There were three Fred series Crimson Guards killed. They stopped Cobra but there is a catch.
Duke and Hawk are at the Walter Reed medical center. Cover Girl is in a coma and Duke is talking to her. A nurse tells him to leave. Duke and Hawk sit in the waiting area and see the 24 hour news coverage of the attacks. Cobra has been made public but Senator Torres, in a press conference, protects the secret agencies involved in preventing the attacks. She tells the reporters it would do more harm than good and compromise the special operatives operational abilities if they were revealed. Hawk comments that she sounds almost Presidential.
Fred 191 stops the press conference and takes Wendy to the green room. While she relaxes Wendy says she has had a suppressed memory of being abducted into a van and hooked to some kind of machine. Fred dismisses her memory.
Inside the Carob Tree Office Park Zartan has gathered Crystal Ball, Big Boa, Cesspool, slice and Dice, and the Dreadnoks. The Dreadnoks tear apart the building.
Crystal Ball uses his powers of magic and his shield to conjure up images from the past and the future. In the past, Zartan sees BN 002 talking with Cobra Commander. He wonders what Dr. Mindbender is saying. Crystal Ball begins to speak in voices, saying the Brainwave Scanner is the key to the Cobra World Order. Then Zartan sees Cobra Commander at a desk, a portrait of President Torres hanging on the wall behind him.
Elsewhere, Destro is gathering the Iron Grenadiers for an assault. Zartan tells him what they have seen and Destro tells Zartan to stay put and secure the area. There are too many unknown variables including the role of Black Major and Revanche. Zartan wants to be involved in any further attacks on Cobra and Destro says Zartan will have a role in his command structure.
Somewhere else entirely, Cobra Commander and Dr. Mindbender discuss the status of their plans. Mindbender is worried about the Joes knowing Fred 191 is Cobra and what they might do. Cobra Commander says they cannot do anything without solid evidence. Cobra Commander sits in his throne and prepares to celebrate.
At the Lincoln Memorial in Washington D.C., Claire and Duke are talking about how they first met. She was protesting and was attacked. Duke stepped in to protect her. They both are compelled to do the right thing. The main thing they had in common. Claire brings up the question if they are still able to do the right thing by each other after everything that has happened. They grasp hands in front of the Washington Memorial and say yes they can.
At the Silent Castle, Destro mounts his attack. He and the Baroness assualt the castle with the Iron Grenadiers in Demons, AGPs, and Despoilers. Vipers come out to defend the castle and are cut down. The battle rages on and soon Destro and the Baroness are inside the castle. Destro suspects something and heads to his old command center. (See Issue #21)
Two Blue Ninjas in Viper uniforms attack him. His managing moly steel face mask deflects the Viper’s bullet and the energy saber. He shoots one in the head with a wrist rocket and fires armor piercing rounds into the other’s chest. Destro wonders where the humans are and Red Ninjas drop from the ceiling. They are not Red Ninjas though, they are Blue Ninjas in Red Ninja garb. Destro defeats them in hand to hand combat.
Destro finds the Baroness and orders her to gather all their forces in the throne room.
In the Cobra Bunker, Dr. Mindbender says all the Iron Grenadiers are inside the castle walls. He hands the detonator to Cobra Commander and the Silent Castle explodes. The secondary explosives finish the destruction. Dr. Mindbender asks if they should detonate the explosives in the Carob Office building where Zartan and the Cobra agents are waiting for further orders from Destro as well. Cobra Commander says “oh why not? Its just that kind of day, isn’t it?”
