In flashback, Ian Noble is walking with the original Action Man. Action Man is impressed with Noble’s growing skills. And wants him to join the Action Man Program.
Currently, Action Man, now Ian Noble, is flying his team’s jet, and team member turned traitor Agent Mercy Gale is holding him at gunpoint. She has revealed to him that she is now Dr. X. But he doesn’t believe her. So she begins to tell him her story:
In flashback: Agent Gale is a rookie agent training and exceeding all before she was thirty. She became part of the Action Man Program and couldn’t believe how they were hardly making any difference. She sent the Original Action Man on a mission to find a chemical compound in a Doctor X lab. In this lab, students were being mutated and held captive. Action Man fought the toxic mutants in an attempt to save them and with help of several scientist, they were all able to return them to their normal state. But as Agent Gale investigated the lab she discovered a dead Dr. X. And she covered his death up, so no one would know he was dead and the Action Man Program could continue. And she started playing both sides.
Action Man points out that there are other evil organizations out there like Cobra, Baron Ironblood, the Machination and The Coil. But Agent Gale doesn’t believe him. She binds his hands behind his back, after they land the plane they walk to the rear ramp. Action Man references how London survived the Cybertronian attacks better than New York or Beijing did.
Now outside in the snow, she continues to explain how she is Dr. X. When the original Action Man was on another mission he was able to secure some secret information from the CIA. And she wanted that data, so she set up the recent whole scenario for Ian Noble to get the info she needed. And he was successful but she had to give up her identity to get it from him. She now wants him to join her. But in his cocky, jokey way, Action Man has actually turn the tables on her as Agent Salmons jumps out of tree attacking her. Salmons and Gale have an extended fight as Action Man frees himself just as she is making her escape. Gale steals a flight pack from the ship and Action Man jumps on its back as they head for a crazy looking ship that has skull design on the from.
They are both grabbed and pulled in and standing in the cargo area is Storm Shadow surrounded by Red Ninjas. Gale and Action Man start to fight and Storm Shadow tries to ram his sword into Action Man but it bounces off a shield in his suit but the force pushes him out the door. Gale and Storm Shadow watch him fall.
Director Bestley and Agent Chan having picked up Agent Salmons fly under Action Man to catch him, they had been listening the whole time. Action Man then denotes a bomb in the skull plane that causes it to crash.
Later in a hospital Agent Salmons is sitting next to a blanket covered Action Man in a hospital. He informs him that no bodies were found in the wreckage. Bestley and Chan come in giving Action Man a mission, he jumps out of bed, healthy and wearing his suit, they all played a prank on Salmons. They are still on the hunt for Dr. X.
Dr. X, formerly Agent Gale, now with a facial scar, stands in the half destroyed lab. Storm Shadow warns her that Action Man will no stop looking for her. She asks if the Baron has responded. And Storm Shadow responds by saying “The plan has been activated.”
