The original Action Man dies blowing up a rocket right in front of Agent Ian Noble at a Doctor X facility. 4 years later, Agent Noble is now Action Man. One mission he takes out the terrorists and stops a bombing on a moving train. His next mission is to covertly retrieve secret computer files but when sees members of Doctor X’s organization he attacks.

Prologue
At MI:6 headquarters in London, the Prime Minister and Agent Bestley are listening in as Action Man is fighting his way through Doctor X’s lab that holds an anti-matter device set to launch. Agent Ian Noble, who has been undercover, is helping him. After dispatching several X’s (Doctor X’s soldiers) they get to the launcher. With less than a minute to spare Action Man climbs into the missile saying good bye to Ian in person and Agent Bestley over the communication channel. The missile launches and blows up almost right away with Action Man inside.

North London, 4 year later.
Action Man is the title of MI:6’s top elite agent and a one man infiltrator.

Action Man (now Agent Ian Noble) is riding on top of racing train filled with 5 terrorists and bomb. He busts in the window shooting all 5 with precise shooting. Using his communication gear with Agent Chan, he tries to figure how to defuse the bomb (it has no timer). But it will explode when the train collides with another oncoming train. Action Man runs to the front of the train grabbing an air canister he throws it out the front window and shooting it blowing the front train engine off its tracks taking the rest with them , which prevents a head on collision and the bomb from exploding. The entire time he was talking with headquarters as he makes jokes, obsesses about living up to the original Action Man and how he should prevented the original Action Man’s death. Agent Salmons and Agent Gale arrive to retrieve Action Man.

Later he is sparring with Agent Salmons and losing because he doesn’t concentrate. Agent Gale arrives requesting him to report to the quartermaster Agent Chan. Previous to being Action Man Agent Ian Noble worked in the quartermaster division with Agent Chan. After he left she was promoted to head quartermaster. They walk through multiple rooms filled lots of different gadgets, cars, guns and computers. She gives him a data drive that can read any computer and take its info.

Hours later he is in Director Bestley’s office receiving a briefing on his next mission. She begins by giving him a history lesson of the Action Man program has he cracks jokes. Queen Elizabeth I started the program and it has continued ever since with one man holding the position as the most elite agent in England, who generally works alone with only a back up support team. She says “There are situations where even an elite team such as General Colton’s in the states can’t operate” on the screens it shows General Colton and Flint of the GI Joe team. She continues telling him that the French author Victor Hugo, who lived on the England owned Channel Island Guernsey, ran the Action Man program as a way to fight Napoleon. A building on Guernsey that is an old Action Man headquarters has been overrun by terrorist who are holding hostages. The local police are handling the hostages. Director Bestley gives him his mission which is to infiltrate the based through a secret underwater tunnel. And remove a computer and its files in case the terrorist find it. He is given specific orders not to engage the terrorists or to even be seen by anyone.

After dropping in the water, swimming underwater into the base, he retrieves the very old unconnected to the internet type computer. On his way out he hears the captives crying and goes to investigate. Looking down from above he sees the terrorist are part of Doctor X’s organization. And he is unable to control himself and attacks.
