Full Details

War beneath the Waves
Lt. Falcon, Lifeline, Quick Kick and Wet Suit are investigating an abandoned WHALE. This WHALE contains a T.A.C.S. (Tactical Analysis Computer System) which is a computer that contains secret codes and information that are very beneficial to Cobra. Lifeline accesses the security cameras to figure out what happen to the missing Mainframe, Torpedo, Shipwreck and Cutter.

The cameras show an attack by a small squad of Cobra Eels. The Action Force team members were successfully able to defend against them. But, a genetically altered, Hydro-Viper show up to support the Eels and with his guidance the Action Force team member's area captured.

So Lt. Falcon calls for a rescue mission.

Below the surface of the water, a Cobra base is where the Action Force members are being held. Mainframe is being returned from a torture session; Torpedo and Shipwreck punch out the guards bring him to their cell. Just as they do this the alarm goes off. At first they believe it because they escaped. But what it really is an attack by Action Force members Lt. Falcon, Wet Suit and Quick Kick.

The Hydro Viper with several Eels goes out to meet the attacking Action Force members. Lt. Falcon and the Hydro Viper are in a swimming duel where the Hydro Viper has the upper hand.

Inside the base Mainframe gains access to the main control room, he sees the T.A.C.S. and steals it back at the same time he activates the base's resurface control which reveal his presence to Cobra Commander, who is wearing his battle armor.

Outside just as Hydro Viper is about to finish off Lt. Falcon the base's activation causes the Hydro Viper to change his course. Falcon takes advantage and smashes a big rock in the Hydro Viper.

Now the base is on the surface and additional Action Force members begin firing at the base.

Mainframe uses the T.A.C.S. a defensive weapon against Cobra Commander; this destroys the T.A.C.S. system and makes Cobra Commander very mad. Realizing that he has lost he makes his escape.
