Quarrel was available in the United Kingdom and Europe in 1983 from the Palitoy toy company. She was available packaged with the Action Force Z-Force Rapid Fire Motorcycle - a repaint of the American release of the RAM.
Quarrel and the Z-Force Rapid Fire Motorcycle were also available in 1984.
A limited overstock quantity of these figures were available at the 1992 G.I. Joe Convention as Undercover Scarlett.

Quarrel came with a black crossbow. It is a darker version of the crossbow included with the domestic version of Scarlett (1982).
