Cutter (v2) was released carded as part of the eleventh series (1992) as part of the Drug Elimination Force (D.E.F.) subset. He was discontinued domestically in 1993.
Accessories
Cutter (v2) came with a white submachine gun, a white flashlight (that attached to his leg), a white grappling hook, a black string, a red Electronic Battle-Flash grappling Hook Launcher (spring loaded, that actually fired), a white tripod for the grappling hook launcher, and a black figure stand.
The Electronic Battle-Flash grappling Hook Launcher not only was spring loaded, but it also included a small light inside. When the grappling hook was fired, it would light up.

Intercepting drug-runners in coastal waters and on the high seas is a speciality of the U.S. Coast Guard and that's where CUTTER learned his craft. He was the skipper of a high-speed drug interceptor craft before he transferred to the G.I. Joe team and now, on special assignment to the D.E.F., he can utilize those hard-earned skills to the max! Armed with a rocket propelled grappling hook launcher, Cutter can snag escaping speedboats crammed with illegal drugs, or scale the back walls of suspected hideouts and still have one hand free to shoot-it-out with the bad guys!

Body Construction
Cutter's body is entirely original - no parts were taken from other figures.
Cutter's entire mold was re-used in 1993 to create Cutter (v3).
Note the peg on Cutter's left leg. The peg allowed Cutter's flashlight to attach firmly to his leg.
Versions of Cutter
In 2008, Cutter was renamed "G.I. Joe Cutter." So while there are multiple names, they are all based on the character "Cutter."
