Scoop (version 2) was released in the second shipment of the G.I. Joe Collectors' Club Figure Subscription Service volume 5. He shipped with Aaron "Ambush" McMahon (v4).
The Figure Subscription Service figures were given a number: Scoop was number 5-04.
Note that this particular shipment was delayed, not arriving until after the fourth month figures.

With an advanced degree in journalism, as well as a master's degree in electrical engineering, SCOOP could have had a secure future with a network news team. Instead, he opted for service on the G.I. JOE team because he wanted to be on he spot when the news was being made, not reporting the aftermath!
SCOOP's job involves field reporting, hosting, and editing news programs for the Armed Forces Radio and Television Service. He's primarily responsible for creating news stories and operating electronic and film-based still, video and audio acquisition equipment in order to document combat and non-combat operations. Although some teammates may have resented having a 'third wheel' tagging along, they changed their minds after seeing him carry wounded soldiers to a medevac site.

Scoop (version 2) was created using the torso and waist of Firefly (v25) (2013), the upper arms of Shock Trooper (2011), the lower arms and hands of Lifeline (v7) (2011), the legs of Snake Eyes (v54) (2011), the knees of Firefly (v26) (2013), and the head of Robert "Airborne" Six (v3) (2016).
