Voltar (version 2) was released as part of the 2012 International G.I.Joe Convention (New Orleans, LA) exclusive The Oktober Guard - Operation: Bear Trap box set from the Official G.I. Joe Collectors' Club. The set included Colonel Brekhov (v3), Daina (v2), Horror Show (v2), Iron Bear, four Iron Grenadiers (v9), two Iron Grenadiers (v10), two Iron Grenadiers (v11), Schrage (v2), and Stormavik (v2).
The boxed set also included a comic, a pin, and a certificate of authenticity.
The Oktober Guard - Operation: Bear Trap box set was given a second production run later that fall; those that ordered this reissue set received it early 2013.

VOLTAR was an extremely successful mercenary commander. In fact, he was too successful for his continued presence to be tolerated by the provisional governments, revolutionary councils, and military dictatorships that employed him. He could pluck victory from seemingly imminent defeat in complete defiance of the odds, always just one step ahead of disaster, never looking back. DESTRO does not fear the challenge of any officer, especially one so capable of bringing him victory.
VOLTAR's battlefield strategies are nothing short of uncanny. His knowledge of geography, weather conditions, troop dispostion, vehicles, weapons, armaments and supply lines are all vast. Yet it is his ability to calculate their effects on each other, change strategies during battle, and see the long term results of these interactions, that brings him victory again and again. DESTRO hopes that this superior tactical ability will be enough to defeat the OKTOBER GUARD General they have almost no record of, let alone experience engaging.
Variations
Voltar (v2) was available both boxed and bagged.
The reissued box set came with a different certificate of authenticity, and the tacks on the pin are set higher. In addition, the reissued Voltar lacks the red detail on the left leg.

Voltar was featured in several of the various media of GI Joe through the years, including Trading Cards, Comic Books, Cartoons and Commercials.
Body Construction
Voltar (version 2) was created using the torso, waist, and arms of Ripcord (v2) (2009), the legs of Beachhead (v15) (2010), and a new head.
