Roadblock (v11) was released as part of the twentieth series (2004), carded in a two-pack with Cobra C.L.A.W.S. (v6) as part of the Valor vs Venom line, and was a Wal-Mart exclusive.
This figure was released in late 2003, but is considered a 2004 product by Hasbro. The packaging also included a Valor vs Venom Comic and Product Catalog.

Versions of Roadblock
Note that Roadblock (v8) has a file name of "Charles L. Griffith," making that figure a version of "Double Blast" (2001). However, the conventional wisdom is that this was simply an error on Hasbro's part, and that the figure is supposed to be the "Marvin F. Hinton" Roadblock of the other versions.
