Lt. Falcon was only available at the 2003 G.I.Joe Convention "Defender of Freedom" in San Francisco, CA. The figure was included with a Operation Anaconda boxed set that included Major Storm, Lady Jaye, Lt. Falcon, Cobra Commander, Black Dragon, five Black Dragon Troopers, five Swamp-Vipers, and Air-Viper (in a separate bag).
Bagged Operation Anaconda sets included all figures above except the Air-Viper.

Falcon's crotch was originally used in 1982 to create the swivel arm versions of Breaker, Flash, Grunt, Rock N Roll, Short-Fuze, Snake Eyes, Stalker, Zap, Clutch, Grand Slam, Hawk, and Steeler. His legs were originally used in 1982 to create Breaker, Clutch, Grunt, Hawk, Rock N Roll, Stalker, Steeler, and Zap.
Versions of Falcon
In 1988, Falcon became renamed "Lt. Falcon," and in 2011 he was named back to "Falcon." So while there are different names, they are all based on the character "Falcon."
