Long Summary

A cargo plane makes a delivery to Cobra Commander. One crate is missing, so Cobra Commander shoots the loadmaster. Cobra Commander orders someone to go retrieve the missing crate.

The next morning, an airport manager finds the crate, opens it, and finds a robot replica of the President of the United States. Hawk is informed of this, places a bug in the crate, and orders it returned to where it was found. Cobra returns for the crate, not knowing they are being tracked.

Hawk is able to trace the shipments back to the Cobra Consulate building, and sends Scarlett, Snake Eyes and Storm Shadow to infiltrate and plant a homing device.

Inside the building, the trio finds robot replicas of many nations' leaders, and also of some Joes. The Snake Eyes robot attacks Storm Shadow, but the real Snake Eyes saves him. After planting the homing device, Scarlett acts like a robot and takes Snake Eyes and Storm Shadow to Cobra Commander. Cobra Commander is amused by the ploy, then has his Vipers attack. Scarlett, Snake Eyes and Storm Shadow are able to defeat them, but Cobra Commander escapes.

Wild Bill launches the smart bomb at the consulate as Scarlett, Snake Eyes and Storm Shadow attempt to escape. The trio passes the smart bomb on their way out of the building and they make it to the waiting helicopter. The smart bomb destroys all the replica robots, and another missile destroys the storage structure on Cobra Commander's island.
