In Washington DC, Hawk and Dial Tone are attacked by Cobras disguised as police officers and agents. Forced to fight their way out, they are now framed, alone and on the run on the streets of DC.

Storm Shadow vaults over a barbed wire fence inside the complex of The Pit. He sneaks past the hologram security guard. And gets an audio message from Zartan, who is inside The Pit, telling him the sensors along his route have been deactivated. Using a laser, Storm Shadow cuts open a hatch and drops into The Pit. Zartan, who is now disguised as Shareware, hides the dead body in the air vent. Shareware was killed by a knife to the back of the head.
Moments later a curious Helix enters the Perimeter Security booth and she reports to Scarlett that it is unmanned and Shareware is not at his station. Immediately, an announcement goes out for Shareware to report to the Command Center. The message also asks for anyone who sees him to report in. Zartan/Shareware walks into the kitchen where Spuds and another Joe are preparing a meal. Zartan/Shareware hits him on over the head with a meat hammer and slams the other in throat, knocking both out cold.
Zartan/Spuds walks out of the kitchen. Flint, Scarlett, Helix, Barrel Roll and several Joes in the Command Center are debating about Hawk's location. Scarlett & Helix both saw him come into The Pit, Flint reminds them that he is scheduled to return the next day from Washington DC. So he can't possibly be in The Pit. Helix explains that her condition prevents her from recognizing faces. (To understand her condition see the GI Joe Special #1 - Helix) So she can't confirm that it was him but she recognized that his posture was different even though others saluted him.
Scarlett calls for an immediate lock down of The Pit. And calls Dial Tone in Washington DC.
Watching Hawk scream at two guys in suits, Dial Tone confirms that Hawk is in fact in DC and has been in meetings all day long. Inside a sound proof room, Hawk continues screaming about how his lack of access to intelligence and how it is limiting the abilities of the Joe team. The suits don't seem care and tell him that his sole mission is against Cobra, the rest of the war on terror is to be left to others. He references that his undercover operative died getting him the only real information he knows about Cobra. (See Chuckles story in the Cobra series). And there recent successful attack in the Arctic (See GI Joe Volume #1 #27)has hurt Cobra. But Hawk wants full access to NSA, CIA and Naval Intelligence files in order to gain more incite into Cobra. The suits who are bored and playing solitaire on there laptops as Hawk screams, just get up, grab their computers and walk out telling Hawk they will be in touch. Hawk orders Dial Tone to have a beer with him.
In the lobby of the building Hawk is in, a man in a long trench coat passes the suits as he is entering the building just as they exit. Opening his trench coat, he is wearing a t-shirt that says "Some Buddy" and pulls out a shotgun and blasts the security guards. Inside the elevator on the way down, Hawk and Dial Tone hear the shots. "Some Buddy" screams that he knows he is hear and when the elevator opens he opens up with his shotgun. The elevator is empty and as he turns around he is knocked out cold with one massive punch from Hawk. It was Dial Tone's idea to get off on the 2nd floor and run down the stairs. Hawk picks up the shotgun.
Several guys in suits with sunglasses and a couple of men in SWAT police uniforms surround them almost immediately. Hawk drops the shotgun, Dial Tone holds onto the security guard's pistol she picked up. Hawk explains that he is the one who knocked out "Some Buddy". The suits in sunglasses relax and say "You're gonna have to make a statement General Hawk." Both Hawk and Dial Tone recognize the use of his code name and realize these suits and police are fakes. Hawk starts fighting and Dial Tone starts shooting. The last one grabs Dial Tone and puts a gun to her head. Hawk says to her "Remember para school at Benning" she responds with "tuck and roll" and curls up in a ball as Hawk blast the fake policeman's foot.
Cobra has found Hawk and failed to capture him but at the same time they have set him up by being recorded on video attacking police officers. He and Dial Tone escape out of the building with the numerous weapons picked up from the Cobra incognito soldiers. They both decide they have to make it back to The Pit without making contact with the Joe team. They are now on the run.
Back in The Pit, Zartan/Spuds is sitting at a Joenet terminal in the motor pool when Dusty walks up behind him. Zartan/Spuds pulls up Dusty's file and changes into Zartan/Dusty.
Scarlett in the command center is still trying to figure out what is going on. Flint and Helix are giving more confusing stories and then the report comes in that they have found Shareware's dead body in the vent.
Outside the motor pool, Dusty struggles out injured and tells 2 Joes, one named Winchester, that the guy they are hunting for is in the motor pool, they report into Flint what Dusty has said to them and head in. An explosion blows Winchester and the unnamed Joe out the entrance as Zartan/Dusty walks out of the motor pool in a version of the Metal Mayhem Mech (see Sigma 6's Metal Mayham Mech with Snake Eyes or pictured here). Attached to the arm is a massive Gatlin gun. Dusty takes off running.
In Washington DC, Hawk & Dial Tone are hiding across the street as lots of real cops arrive at the National Postal Museum which is where Hawk was having his meetings with the suits. They have to go incognito in the field.
Sitting in the isolation cell that has been his prison cell since his capture (see Volume #1 #24), the Cobra Viper hears the noise of a battle when his door comes busting open and Zartan/Dusty enters. The Viper says "Does everyone get one of them in the future." The answer is "If I were you, I wouldn't worry about the future." And Zartan/Dusty shoots him with the Gatlin gun. Scarlett, Flint & Helix have snuck up on him and they drop a EMP (Electro Magnetic Pulse) grenade that blows up the circuits of the Steel Marauder causing it to crash to the ground trapping Zartan/Dusty. Scarlett screams at him to answer her questions of why he would fight his way in to kill the prisoner only to be captured himself.
Helix puts 2 and 2 together and realizes that he dropped the security sensors to let someone in.
In another part of The Pit, Storm Shadow is in the ceiling hanging above several Joes with his sword out ready to strike.
