Long Summary

Tomax sitting in a prison cell thinks to himself "I am never going to be Cobra Commander." Then he proceeds to search his cell for some potential item to apparently commit suicide. During the search he thinks through many things including how every one thinks he is broken cause of his brother's death, his limited options, he is the first known Cobra high command to be incarcerated in connection with the organization.

Tomax is given a job of sweeping the halls until the prison Sergeant enter his cell. He explains that Tomax was brought in by some military guys and he presumes that he never went in front of a judge. And now he is going to be moving him to a solitary confinement cell. Tomax has only been in the prison for 3 days.

The sergeant continues telling him that the Commander-in-Chief himself called the prison to tell them that he was an important prisoner and not to be harmed. As Tomax enters the cell he says his first words "Finally, this is more like it."

At a hostel, Blacklight enters through the front door telling the front desk man that some kids are putting graffiti on the outside of the building, he rushes out, only to come back later not having seen any kids. Blacklight is going through the passports that are being held by the front desk, he steals them, the cash register's money as well as the front desk man's wallet. Then walks out the front door.

In his solidarity cell, Tomax passes up the food he is given but uses the plastic silverware to chip off the paint. The paint is toxic and he eats it with his food.

In a hospital bed, Firewall is debriefing Steeler on the failure of his mission. (See IDW Volume 3 Cobra #2). Steeler received burns over 40% of his body, a bullet in his leg and a wicked jungle infection. He will recover. Steeler tells her it was a set up. She doesn't believe him cause the only people who knew about the mission were in the briefing which included Firewall, Breaker and Steeler's dead teammates. He is adamant about the set up she dismisses him and tells him their will be an official inquiry but for now he must rest.

In the prison infirmary, Tomax wakes up, he is weak from the infection the pain gave him but he is unrestrained which is what he wanted. A tattooed prisoner who is delivering some medicine gets killed by Tomax. Later, when the doctor arrives Tomax kills him, taking the coat and walking out of the medical unit. He walks right past a guard who doesn't even look at him as he thinks through what he knows about the prison. "Chesapeake Tower Correctional Institution is an innovative facility for the states. It hosts several different security levels. Each has their own infirmary but the maximum-security unit is under construction to remain up to code." He knows that the closest infirmary for emergencies was in the minimum security wing. He walks to the warden's office. The guard/secretary gets curious and Tomax kills him. The Warden is on his computer as Tomax enters. Completely surprised the Warden attacks but Tomax just shoots him in the head with the guard's gun.

He thinks to himself again "Oh, its so very simple. The Chesapeake Tower was commissioned and owned by the Southeartern Corrections Partnership. It was designed by Bell and Associates. Those companies are owned by shell corporations Sunbow and DIC. Both of those shells are owned by Extensive Enterprises. And Extensive Enterprises is owned by me."

He then changes out of his doctor uniform into the Prison Warden's suit and sits down at the computer. Tomax is proud that his part of Cobra is not based off wild eyed jihadists assaulting civilization, but it is through acquisition that he succeeds. But really Cobra is all about control. He calls and orders a helicopter to meet him on the roof in ten minutes also for the prison to be kept open after a year then the prison guards health care benefits are to be cut by 75% and then under equipped. At the computer, he is aware that all of the doors are operated by a switchboard but the permission to open them all in case of fire is not available within the prison. So he accesses the company that controls the doors because he owns that company also.

Outside a massive prison escape begins. In his suit he gets in the helicopter that has landed on the roof. He thinks "It's unlikely that GI Joe will be deployed to handle this situation, regardless of the severity of the chaos. No Joes will die because of this action. But I have humiliated their commanding officer in the face of the President. I have shown my face to them brazenly and then demonstrated my power. I have harmed them with this and with Xamot gone, harming them is my only focus. There is no more conflict, no more regulation to keep me in check, half of me, the only thing I'll ever love, is gone. And now at last there is only hate." The helicopter flies away.

Sitting in an office with a Stephen Menasian (Serpentor) book on the shelf, Breaker is talking on his cell phone about how the mission was a total mess with 5 dead and one serious wounded, he feels responsible. Someone on the other line speaks and Breaker answers with "I know your right, but its just like that thing we've been talking about. The empathy impulse and how it . . . "

Steeler busts into the room having heard the conversation and demanding to know who Breaker is talking too.
