	Short Summary The Baroness & Destro meet up with Gen Colton and the Joe team to work together to defeat Cobra Commander. The Joe team learns of Cobra Commander's plan to place nuclear warheads in the Amazon & Antarctica. The Joe team is split up with members going to Brazil, Antarctica, Fort Meade and to London to defeat Cobra.

Long Summary Major Bludd is walking through Fort Meade when he looks up at the flag pole and sees Billy, Cobra Commander's son, hanging there dead. In Priest Lake, ID, three snowmobiles arrive as Flint, Cover Girl and Wild Bill prepare to attack. On the snowmobiles, Storm Shadow, the Baroness and Destro have arrived in secret to help the Joe team. Cobra & the global chaos they have created were started when Cobra Commander gained control of Destro's company M.A.R.S. Destro is there because they want him to help defeat Cobra and gaining back control of M.AR.S. is a major first step. A little later, Storm Shadow & Snake-Eyes are outside when Storm Shadow says "This war is the most difficult struggle we have ever faced. But at least it's brought us back together to face it as fate decreed we should; as sword brothers." Then they hug. Inside, Firewall and Sparks have just finished debriefing Destro about the current situation that the world is in. They need to know how disable the M.A.R.S.'s satellite array that Cobra has used to hold the world hostage. They also tell him that they have a captured a piece of Cobra equipment that will be helpful in determining the modifications that Cobra has made. In a prison in Prague, several of the guards have just been killed by Red Shadow's leader Wilder Vaughn. He opens the door to release the recently imprisoned Dela Eden. He admits that the Red Shadows has been decimated by Cobra but he wants them to be ready to rise again. In London, Alexander Destro is standing in Buckingham Palace looking out over a recently conquered and burning London. Armada walks up to him congratulating him on his victory. Alexander challenges her on her faith with him, asking her "What will happen when I ask you to die for me?" At Fort Meade, Cobra Commander is preparing to move his headquarters out of the Fort. He reveals his plan to Major Bludd and has dispatched the Plague forces to their destinations. In Philadelphia, the Plague are helping pacify the locals who have caused one of the first uprisings against Cobra when Guillotine receives some new orders. Back in Priest Lake, GI Jane has received a communication from Storm Shadow's man on the inside of Cobra. The informant has leaked to them Cobra Commander's plan to destroy with nuclear warheads the two most environmentally precarious regions of the Earth; the Amazon and Antarctica. The plan called Operation Jiao Tu, Scorched Earth, is Cobra Commander's way of controlling the whole planet. Hawk gives an impassioned speech about how this is the most important mission that he has ever given them. He divides the team Stalker will lead Snake-Eyes, Storm Shadow, Gung-Ho & Wild Bill to the Amazon River Basin. A second team lead by Duke including Flint, Cover Girl, Shipwreck, Roadblock & Agent Delta will go to Antarctica. General Colton, GI Jane, Scarlett, Spirit and Hawk will go to Fort Meade to take back control of that base. And Firewall, Sparks are going to go with Destro & the Baroness to London to meet up with Barrell Roll, who has captured a cloaking M.A.R.S. produced Night Raven jet plane, which Destro will inspect.
