| Long Summary
Chacal Noir reverse engineers the technology from a downed Sky Patrol Raven and returns to his commander, Black Ice with the information. Black Ice then notifies Cobra Commander and he orders it be used on a new fleet of Hiss tanks and tested in Canada. The H.A.T.E. tanks are created and while out testing the new Tanks, Back-Stop & his Persuader are attacked and the Persuader is destroyed. Back-Stop returns to the Canadian G.I. Joe HQ and starts work on a powerful, fast mini-tank called The Dead Eye. Back-Stop then returns to the Canadian Cobra base and confronts Chacal Noir.
