The Cobra H.I.S.S. was released boxed as part of the Built To Rule line in 2004.
The Cobra H.I.S.S. can be built into two different vehicles and featured Action Gear blocks, which allowed to move and rotate different parts.

Cobra Commander came with the Cobra H.I.S.S. and had no accessories. The body used was original, but based heavily on the molds used to create Cobra Commander (v14) (2003), Cobra Commander (v16) (2004), and Cobra Commander (v18) (2004). Also of note is that the forearms and the calves sport places that you can attached blocks to. There was also additional articulation added with a mid-thigh cut joint.
