Pictured above is the G.I.Joe Electric Train and Battle set from the 1984/1985 Best Catalog and the pricing/description information for the set. This was when department stores like Sears, Mervyn's, and Best had toy departments - back in the day.

Not only did it come with a working Tyco electric train, it came with plastic soldiers, vehicles, and other battle accessories. Note that nothing in the set was in scale with the 3 3/4" figures. Still, the set was quite a departure from the typical model train.
