This special version of Cutter was available carded in India in 2000. G.I.Joe toys in India were produced by the Funskool toy company.

Accessories:
Cutter came with a black rifle, a black flashlight, a pink missile launcher, and a black missile.

Body Construction:
The figure is made from the exact same mold of the U.S. release of Cutter (1992).
However, the colors on the Indian version of Cutter are much brighter than the U.S. version.
