T.A.R.G.A.T. (version 2) was released carded as part of the twelfth series (1993) as part of the Star Brigade subset.
He was discontinued domestically in 1994.

Accessories
T.A.R.G.A.T. came with a purple face shield, a red missile launcher (spring loaded, actually fired), two pink missiles, a pink rifle, a pink submachine gun, a pink pistol, and a pink figure stand.
Except for the face shield and missile launcher, all of T.A.R.G.A.T.'s accessories came attached to one plastic "tree." The accessories were removed from the tree.

Filecard Information
These terror troopers are deployed into orbit from Cobra Invaders wearing specialized, self-contained space suits. The suits contain ceramic composite heat shielding armor that provides coolant safety during atmospheric re-entry. When two or three of them return to Earth at the same time, they are often mistaken for a meteor shower - until they start shooting like typical Cobra terrorists! They are considered to be formidable battle opponents with exceptional firepower capabilities, so next time you see a meteor shower, it might be a good idea to stand beside a G.I. Joe...just in case.

Variations
At some point, carded T.A.R.G.A.T. figures had a change made to the back of the card. One cardback has a picture of a painted Payload prototype among the six Star Brigade figures - the other cardback has the corrected Payload figure among the six Star Brigade figures.
Body Construction
T.A.R.G.A.T. was created using the same mold as the original T.A.R.G.A.T. (1989).
