Downtown was first released carded as part of the eighth series (1989). He was also sold in 1990, then was discontinued domestically in 1991.
Downtown came with a red helmet, a black backpack, a three-piece mortar (mortar, mount, and tripod), a black revolver, and six black mortar shells.

A highly mobile, rapid strike force like G.I. Joe can't depend on slow, ponderous artillery to keep up with them. They need to bring their own fire-support with them in the form of a high-powered mortar, but a mortar man can only carry a limited number of shells, so he had better be able to make every shot count! DOWNTOWN can judge range and trajectory just by eyesight. If he knows where the target is, he can hit it!
"If Downtown sets up his mortar in the parking lot of a ballpark, and had a spotter sitting in the bleachers, he could put a round on the second base bag within two attempts! Downtown picked up his name playing high school basketball. He didn't have the height for slam-dunks, but he had a reputation for never missing a foul-shot!"
Downtown was available with either hands that matched his flesh tone or hands that were slightly more yellow. Figures with flesh tone hands were stamped "Made in Hong Kong," while figures with yellow hands were stamped "Made in China."
There are three versions of Downtown's filecard. His SN can read 131-78-0476, 131-7804-RT76, or 131-7831-RT76.
Downtown's body is completely original - all new body parts. The mold was reused in 2004 to create Short-Fuze (v3).
