Hydro-Viper was first released carded as part of the seventh series (1988). He was also sold in 1989 and was discontinued domestically in 1990.
Hydro-Viper came with a red and black regulator helmet, two red fathom fins, a black scuba pack, a black harpoon gun, a black dagger, two medium-length black air hoses, and a black devil ray.
The knife was recolored orange and packaged with Night Creeper Leader; in yellow with Dr Mindbender (v2), Cobra B.A.A.T., and Lobotomaxx; in red with Viper (v3); in silver with Destro (v4); and in gold with Night Creeper Leader (v2).
Hydro-Vipers are qualified EELS (Cobra Frogmen) who volunteer to be surgically altered to withstand nitrogen narcosis and other side effects of deep diving. Synthetic webs are implanted between their fingers and subcutaneous fat production is stimulated by chemical injections to provide natural insulation. The long term effects of these procedures is known to be psychologically destabilizing...

The copyright stamp on the figure states either "Made in Hong Kong" or "Made in China."
Hydro-Viper's body is completely original - all new body parts.
Note the unusual construction of Hydro-Viper's webbed left hand. It is one of the few G.I.Joe figures that did not have a "normal" arm.
In India in 1995, Hydro-Viper was released in slightly different colors and with differently colored accessories.
