Cutter was packaged exclusively with the G.I.Joe Hovercraft (W.H.A.L.E.) as part of the third series (1984). Cutter and the WHALE Hovercraft were also available in 1985. They were discontinued in 1986.
In 2008, Cutter was renamed "G.I. Joe Cutter". So while there are multiple names, thay are all based on the character "Cutter".

Cutter came with no accessories.
Variations:
There are no known variations of Cutter.
Body Construction:
Cutter's body mold is entirely original and not made up from previous molds.
Note that the figure's head only turns left and right - it does not allow the head to look up and down. The heads only turned left and right until the the swivel ball head that was introduced in 1985 (Series Four).
