Cobra H.I.S.S. Driver (version 2) was released with the third wave of single packs in 2008 celebrating the 25th Anniversary of G.I. Joe: A Real American Hero.

In 2009, the H.I.S.S. Driver was renamed "Arctic H.I.S.S. Driver". So while there are several names, they are all based upon the same Cobra specialty.

Accessories:

Cobra H.I.S.S. Driver came with a brown belt, a black pistol, and a black display stand.

Variations:

Cobra H.I.S.S. Driver was carded in two ways: first on a card that emphasized the 25th Anniversary of G.I. Joe, and then on a card that emphasized the G.I. Joe comic.

Body Construction:

Cobra H.I.S.S. Driver (version 2) was created using the arms and a modified version of the waist and torso of Sgt. Flash (v2) (2008), with a new head and legs.
