Body Construction:

Cobra H.I.S.S. Commander was created using the entire mold of Cobra H.I.S.S. Driver (v2) (2008), which itself used the arms and a modified version of the waist and torso of Sgt. Flash (v2) (2008). Note that he head had been modified to include a crest.
