The rise of COBRA began with one man. Bitter about a lifetime of failures, resentful of those who wielded power, he began a systematic revenge against the world that he believed had wronged him. He started as a small-time sale man, traveling from town to town, holding meetings in which he recruited people as disillusioned with their lives as he was with his own. His face masked by a hood, he spoke with sibilant persuasion of his twisted vision for a new global empire. A few dozen people joined him, then several dozen more. And then, his dazzling lies mesmerized the entire town of Springfield, which became the birthplace of the evil COBRA organization.

Cobra Commander was available with a black suit in much higher quantities.
While Cobra Commander (v33a) was created using molds new to G.I. Joe, the body is actually made from two figures in Hasbro's Indiana Jones line. While the left hand came from an Indiana Jones, the rest of the body was developed for Toht, a figure eventually released in 2011. The mold was also used to create Cobra Commander (version 33a).

"The Doctor" represents Cobra Commander before adopting the title in G.I. Joe: The Rise of Cobra. "Old Snake" represents a future version of Cobra Commander from Sunbow's The Transformers animated series.
