Sgt. Flash was released as part of the 2007 International G.I.Joe Convention (Atlanta, GA) exclusive "Tanks for the Memories" box set from the Official G.I. Joe Collectors' Club. The set included: Sparks, Sgt. Flash, Grunt (v10), Lt. Clay Moore, Zap (v4), Clutch (v4), G.I. Joe Doc, Rock 'n Roll (v8), Cobra Officer (v5), and six Cobra Troopers (two each of v5 a, b, and c).

Sgt. Flash was available in a boxed or bagged convention set. The boxed set also included a pin, badge, and certificate of authenticity.
Body Construction
Sgt. Flash was created using the head of Grunt (v8) (2004), the torso and arms of Duke (v6) (1994), the waist of Blast-Off (1993), and the legs of Downtown (1989).
