Lance "Clutch" Steinberg was released as part of the 2007 International G.I.Joe Convention (Atlanta, GA) exclusive "Tanks for the Memories" box set from the Official G.I. Joe Collectors' Club. The set included: Sparks, Sgt. Flash, Grunt (v10), Lt. Clay Moore, Zap (v4), Clutch (v4), G.I. Joe Doc, Rock 'n Roll (v8), Cobra Officer (v5), and six Cobra Troopers (two each of v5 a, b, and c).

CLUTCH is a master mechanic and street racer, famous everywhere from his start at Manny's Machines in New Jersey to the Indianapolis 500. His interest in seeing what vehicles the military available to "play with" led him to an impressive Army career, as well as being hand-picked for assignment to the G.I. JOE team. With his promotion to Sergeant, he became the chief vehicle technician for the G.I. JOE motor pool. While famous for driving and tricking out VAMPS (Multi-Purpose Attack Vehicle), he is adept with all jeeps, quads, APCs, and any other four-wheeled vehicles he can get his hands on even retools captured COBRA vehicles just to see how they tick, and how can improve them.

CLUTCH has a great deal of specialist training under his belt, including Advanced Infantry Training, Covert Ops School, Ranger School, and even Executive Bodyguard School. However, the only thing he really cares about are fast cars and women, which he still referes to as 'chicks'. Some time ago his convinced SPARKS to hack the official database and change his codename, but he only took this as a compliment, knowing how difficult it is to master that gear-changing technique. His knowledge of cold weather driving will come in handy during LT. STEELER's current training mission, and he expected to complete his qualifications in record time, so that it doesn't interfere with his racing schedule.

Lance "Clutch" Steinberg was available in a boxed or bagged convention set. The boxed set also included a pin, badge, and certificate of authenticity.

Lance "Clutch" Steinberg was created using the head of Double Clutch (v2) (2004), the torso of Pathfinder (1990), the arms of Thunder (1984), the waist of Mutt (1984), and the legs of Duke (1983).
