Steeler (v2) was released in a three pack as part of the twentieth series (2004). The pack also included General Flagg (v3), Cobra Officer (v3), and a reprint G.I. Joe #5.
While the front of the package named the figure Ralph "Steeler" Pulaski, both the filecard and the proof of purchase named the figure Steeler.

Steeler (v2) was created using the lower arms that were originally used to create Snow Job (1983). The upper arms were originally used to create B.A.T.S (v1) (1986). The torso, waist and legs were originally used to create Mace (1993), and Steeler had an new head sculpt.
