Lt. Falcon was only available at the 2003 G.I.Joe Convention "Defender of Freedom" in San Francisco, CA. The figure was included with a Operation Anaconda boxed set that included Major Storm, Lady Jaye, Lt. Falcon, Cobra Commander, Black Dragon, five Black Dragon Troopers, five Swamp-Vipers, and Air-Viper (in a separate bag).

Bagged Operation Anaconda sets included all figures above except the Air-Viper.

His legs were originally used in 1982 to create Breaker, Clutch, Grunt, Hawk, Rock N Roll, Stalker, Steeler, and Zap.
